Daughter Sleeps With Dad, Just To Stop Him From Marrying Woman

A daughter had sex with her father because she didn't like the woman he was engaged to, a court heard.

The 26-year-old daughter and her father, 58, had sexual intercourse on two occasions in 2009.

A psychological report revealed that the daughter, who has not been identified, was "deprived of her mother's love" and the sexual encounters stemmed from "misplaced love, infatuation and devotion to her father".

The district court in Hong Kong heard that the pair's intimate relationship began when the daughter was 19-years-old.

The young woman's horrified brother, then in secondary school, found footage of the intercourse and told the police, the court heard. He did not realise that it was consensual.

The woman's lawyer said in mitigation: "This case is highly unusual. She offered to have sex, hoping that he would change his mind."

She also said her client once tried to tell the prosecutors to hold her fully responsible so that her father could walk free.

"That shows the extent of devotion and infatuation the defendant had for her father.“It serves no purpose to society to lock her up and punish her," she said.

The pair both pleaded guilty to two counts of incest.

Judge Timothy Caswell sought a probation officer’s report to study the possibility of a non-custodial sentence for the woman, but refused to do the same for her father.

They will both be sentenced on June 12.

House of Representatives in a rowdy session as members reject bill to establish South-East Development Commission

The House of Representatives was today thrown into a rowdy session after majority of the lawmakers rejected a bill for the establishment of the South East Development Commission, SEDC. The lawmakers turned down the bill because according to them, there was not enough consultations carried out before the bill was presented to the House.

This however did not go down well with the lawmakers from the South East region. The South Eastern lawmakers argue that the South-East Development Commission if established, would be charged with the responsibility, among other things, to receive and manage funds from allocation of the Federation Account for the development, reconstruction, and rehabilitation of roads, houses and other infrastructure, as well as tackle the menace of poverty, ecological problems and any other related environmental or developmental challenges in the South-East states and for other related matters (HB 915).

According to Honourable Chukwuka Onyema who led the debate for the bill, the commission would serve as a unifying factor for Nigerians from the South East. After listening to the debate, the Speaker of the House, Yakubu Dogara put the question for the bill to scale for the next reading.

Majority of the lawmakers answered nay and it was immediately stepped down. It is however not clear whether the South Eastern lawmakers would amend the bill and represent it to the house.

N/Assembly to Raise Teachers’ Retirement Age to 65 – Dogara

The Speaker of the House of Representatives, Mr Yakubu Dogara, has assured Nigerian teachers that the National Assembly will increase their retirement age from 60 to 65 years to retain more experienced teachers in public schools.

Dogara disclosed this when he received a delegation from the Nigeria Union of Teachers (NUT) who paid him a courtesy visit on Wednesday in Abuja.

The speaker said that the house would  support an upward review of teachers’ retirement age to benefit Nigerian children.

“We have done it for the Tertiary institutions and the Judiciary, so nothing should stop us from taking the bull by the horns.

“They say that wine gets better with age. It was the same consideration that motivated us to raise that of university lecturers, raised that of judges. So this is something we can pursue.

“Thankfully, it doesn’t require constitutional amendment, it is something we can achieve by amending the existing law.

“That is the responsibility of the parliament and we assure you that we will do something about that so that the benefit that comes with experience and wisdom will not be lost,” he said

Dogara said that the welfare and working condition of teachers must also be upgraded to enable Nigerian citizens compete with the global world and produce citizens that can achieve development that the country seeks.

“If we don’t have people who will sacrifice their time and energy to impact knowledge on our children, then like I said, we have lost the future.

“This government which is a government of change must be prepared to change the narrative by ensuring that teachers are motivated and the condition in which they work are conducive at all levels, so that they can deliver on their professional calling,” he said.

The speaker also advised the union to channel their request for salaries of teachers to be handed over to state governments or paid from first-line charge from the federation account through the Universal Basic Education Commission to the Constitution Review of the House of Representatives for consideration.

Comrade Alogba Olukoya, the National President of NUT,said the union preferred that payment of teachers’ salaries be handed over to State governments. He also canvassed for an increase in the retirement age of teachers from 60 to 65 years.

The teachers union also demanded that teachers’ salaries be paid from first-line charge from the federation account through the Universal Basic Education Commission.

“We want the responsibilities of paying the salaries of Teachers be handed over to State Governments in which case the salaries component of the revenue allocation of the Local Governments will have to be transferred to the states and restructure the fiscal allocation of our national resources in favour of the states to guarantee uninterrupted and unfettered primary education in Nigeria.

“We teachers of Nigeria in primary and secondary schools do seek and demand that our retirement  age be raised to 65 years to increase the teacher retention rate in our schools.

“This will help to check the rate at which experienced teachers are being lost in the school system whereas younger and prospective teachers are not recruited to take their places,” Olukoya said. (NAN)

UTME: JAMB Withholds 76,923 Candidates’ Results Over Exam Malpractices

JAMB Plans Mega centres

The Joint Admission and Matriculation Board (JAMB) has released 1,606,901 results out of the 1,718, 425 that registered in the just concluded Unified Tertiary Matriculation Examination (UTME).

The JAMB registrar, Prof. Ishaq Oloyede, said this at a news conference in Abuja on Wednesday.

Oloyede said the results were released within 24 hours of the examination, adding that the remaining 80,889 candidates results would be released soon.

He said it was also a deliberate act by the board to withhold about 76,923 results due to some alleged malpractices in some of the Computer Based Centres (CBT) where exams were held.

“Six weeks into the registration, we harvested in preparation for the exam about 1.7 million registrations.

“But so far, we have released the results of 1,606,901 candidates leaving us with a balance of 80,889.

“Out of this 80,889, we have deliberately withheld 76,925 results for further investigation because of alleged malpractices.”

The registrar said that results would henceforth not be released immediately from 2018 unless every issues pertaining to the conduct of an examination had been thoroughly looked into which depict the international best practices.

He added that results that had not been released would be released before the commencement of admission exercise.

He also said that supplementary examination would be conducted soon for candidates who had hitches in the registration and examination processes.

Oloyede attributed some of the hitches to some CBT owners and cyber cafe operators.

“Anybody whose biometric could not be verified will be allowed to do the supplementary examination.

“As at today, 640 candidates out of 1.7million candidates did not do biometric verification, reasons being that some fraudsters registered candidates across online.

“In this case, the students are not guilty of the offence and hence will be made to write the exam again under my own very eyes.”

Oloyede highlighted some of the exam malpractices to have been initiated by parents who pay heavily to buy fake questions for their wards.

He said others include deliberate shut down and disconnection of network by some CBT owners to access questions on the computers and also exploit candidates of their fortune.

“In the course of our monitoring, JAMB had to buy question for N20,000 and also cases where CBT centres approaches our staff promising N500,000 for them to give out questions.

“These are some of the challenges we experienced in this exam,” he said.

Oloyede, however, promised to introduce electronic jammers in subsequent examination to further reduce malpractices.

He also called on public and religious institutions to avoid letting out their premises to CBT centres as this create room for fraudulent practices.

He advised candidates having issues or any form of correction to go to designated JAMB CBT centres and do so for free. (NAN)

BREAKING :Acting President, Osinbajo, 'Suspends' Fashola, Takes Over The Ministry Of Works

In what looks like a momentarily suspension, the Acting President, Yemi Osinbajo, has taken over the duties of the Minister of Power, Works And Housing, Babatunde Fashola, by granting permission to the Lagos State Government to embark on a total reconstruction of the International Airport road, from the Oshodi end.

This permission constitutionally could have emanated the Minister of Power, Works and Housing, which is under the control of Fashola.

The State’s Governor, Akinkunmi Ambode, who made the disclosure in a statement on Wednesday, signed by the Secretary to the State Government, Tunji Bello, side-lined Fashola, and commended the Acting President, for his approach to issues and for fast tracking the process.

Recall, that the State Government had sometimes lamented that its efforts to work on the road, was being frustrated by the Fashola.

Ambode said: “We are very appreciative of the good gesture of His Excellency, the Acting President, for acceding to our request, which is not only very timely, but a very heart-warming one. Posterity will never forget this genuine developmental action.”

Ambode also gave kudos to President Muhammadu Buhari, for providing the enabling environment to attract Foreign Direct Investment into the nation, adding that, with the upgrading of the International Airport road, which is the gateway to the nation’s commercial nerve centre, the country will attract new investments.

The Governor, had in early March this year, raised an alarm about the present state of the Murtala Muhammed International Airport road, describing it as a national disgrace that required immediate attention, to salvage the nation’s image.

He stated then that the State presently has a design for the reconstruction of the road, as well as the funds to embark on the project, but was yet to get the go ahead from the Federal Government.

Governor Ambode had said that if given the approval, his administration was ready to hit the ground running and begin construction of the Airport road within two weeks, and finish same within a period of six months.

Besides, the Governor also implored the Federal Government, to avail the State of the N2 billion appropriated for the Airport road, in the 2017 National Budget, to carry out the project.

The Federal Ministry of Power, Works and Housing in its reaction, said the delay in granting the request of the Lagos State Government, was because the Memorandum conveying the request of Lagos State, which was already before the Federal Executive Council, FEC, had not reached completion stage.
